My Falcon 81 basket case contains a well used speedo cable which measures "inner cable" 4'8" and "outer" 4'6". Going by the recent speedo cable topics which 4'8" is correct, inner 4'8" or outer 4'8"?

The important thing is the end fixings and that they fit both drive and speedo correctly. Obviously the cable needs to be long enough but if its a bit too long that length can usually be taken up in the routing. Feked,com do cables to fit Smiths speedos in various lengths https://www.feked.com/handle-bars/cables/speedo-cable/

Yes, certainly the fittings need to be correct but the question remains.
When a cable is quoted as 4'8" are we measuring the inner or the outer cable?

The 4'8" measurement is the overall length , with inner fitted, so you have the correct length cable
